Based on the scenario only, comment on whether the risk assessment is
‘Suitable and sufficient’ in the following
areas

Note: The HSE Document ‘Managing for Health and
Safety’ (HSG65) states
That a risk assessment must be ‘suitable and
sufficient’.

Referring to the risk assessment carried
out for the tank modification the people who might be affected are
workers adjacent businesses, schools and residence.
When referring to document hsg65, the
law states that along with the listed category of people might be harmed
from the risk must also consider the supply chain – if that is not properly managed, the actions of
others in those networks can impact on your health and safety risks. Therefore
the risk assessment is not suitable and sufficient under the area who
might be harmed.

Tank modification technology which is widely used and proposed
by an engineer with 25 years of experience who is having zero loss time
incidents. The organization is already having amazing safety culture
they will think before taking any such action which will lead
their reputation impacted. The organization decided to evaluate risk,
existing control measures and implemented additional control measures as
well. The additional control measures considered were safe system of work,
permit to work, emergency arrangements and other necessary trainings and
inductions. As per the document hsg65 the law for assessing risk states
that the amount of details in a risk assessment should be in proportion to the
risk and the type of work. Insignificant risks can usually be ignored, as
can risks arising from routine activities associated with life in general,
unless the work activity compounds or significantly alters those
risks your risk assessment should only include what you could reasonably
be expected to know – you are not expected to anticipate unforeseeable
risks. Hence the risk assessment is suitable & sufficient under
as the precautions are reasonable and the remaining risk is low.
