Introduction:
A Safety culture can be defined as
the sharing of behavior, values, attitudes and beliefs
relating to health and safety system prevailing in an organization.
It is the outcome
of the shared attitudes, beliefs, competencies, perceptions and patterns of
behavior in the company. This clearly denotes the management commitment
and health and safety management system. The safety culture is manner in
the organisation how every thinks and feel about the health and
safety which
is shown in their actions and behavioral impact. It is important and moral duty of all
the employer to establish safety culture within the organization to ensure the
safety of workers and the property.

Content:
Following are
the observation from the scenario regarding the health and
safety management system:
The management
commitment is missing which leads to the poor safety culture within
the organization. The contract manager having negative human behaviour,
angry and unapproachable. The operations manager is also least bothered
and not showing interest to ensure the safety of the workers.
There were
frequently repeated Near misses occurred which are not reported
or recorded for investigation. The Risk assessment is also not performed for the car parking are which is most accident
prone site in the company.
The General
Statement of HSE policy is not maintained and not communicated to the
workers. The HSE is policy is made available only for the third parties
only.
There is no formal consultation with the workers on the
health and safety matters which shows poor management commitment.
It is noticed
that the workers having negative safety behavior and does not care about
the safety of peer.
There were no
proper documentation and records of incidents and near misses maintained.
Risk is not conducted which justify the management negligence on health
and safety matters.
No safety
committee meeting taking place as the last meeting was done several years
ago. The review of HSE policy is done within 10 years this lacks in the
management commitment.
The unsafe
working condition in the parking area due to the shortage and space and
bad lighting not reported or rectified.
Looking at all the above negative
indicators the organization prevails negative, poor safety culture and safety is
considered on low priority by the management.
