meeting, you discuss the recent car park near miss. Some of the committee members dismiss the
idea of investigating trivial car park near misses, but you disagree. What
arguments can you give to convince the committee to investigate this car park
near miss?

Answer:
Near
Miss is an unplanned act which has potential to cause an accident
or incident if not investigated and identified. According to the HSE
document HSG245 due to the work related issues 2.3 million people sustain
ill-health cases 150000 human suffer severe injuries and 250
succumbs to fatality annually. As per labor force survey over £2.5
billion business cost and 40 million working days are lost due to
work related accidents and ill heaths. Employers are constrained to plan,
organised, control, monitor and review their health and safety arrangements
as per The Management of Health and Safety at Work Regulations
1999, regulation 5, . The most important part of this process
is Health and safety investigations.
Referring
to the scenario the most accident prone area is the parking lot were the
near misses occurrences are frequent and not reported or investigated this
reveals management failure in implementing and managing HSE.
Costly accidents can be prevented if lesson learnt from the near
misses. Management is not bothered about the HSE management within
the organisation moreover the Contract managers showing very casual
attitude towards HSE and is irritable and abusive when interrupted this
encourages negative human behavioral impact on the workers. They are
afraid of getting blamed and stopped reporting near misses.
The
casual attitude and poor behavior from the operation manager towards
safety of the workers and near miss investigation. As the Near miss
Investigation will help in identifying deficiencies in your risk
control management, which will enable you to improve your management of
risk in the future and to learn lessons which will be applicable to other
parts of your organization?
General HSE policy is missing in the company and nobody aware of it and it is not displayed on the notice board this clearly states and specifies the Management's poor attitude towards health and safety which is unacceptable.
Considering
all mentioned all factors it is essential to investigate near misses,
if management thinks HSE is expensive then they must try an
accident.
