Advise the Managing Director
on

workplace inspection. (10 Marks)
(b) The benefits of using third party
auditors, rather than internal workers, for carrying
out health and safety audits of the management system.
(5 Marks)
Answer: In order to avoid Managing Director’s confusion I would quote the
following points highlighting the difference between an audit and workplace
inspection:
Inspection |
Audit |
Inspections
focus on the hazards in your work
environment, as well as hazard communication |
Safety
audits, on the other hand, focus on
the processes your organization
uses to address these hazards
and protect workers. |
Inspection
is an internal process to identify
the hazard involved in the work
place activity. |
Audit
could be conducted to determine
whether your organization has
effective safety inspection processes. |
Safety
inspections generally benefit from
the eye of someone who is familiar
with the workplace, which is why
they’re often conducted internally. |
Safety
audits, on the other hand, can benefit
from an objective outsider’s perspective
to look at a program without
bias. |
Inspections
are usually quick process and
focuses only on the hazard and the cost
involved is less |
Audits
are generally expensive and time
consuming because it focus on process
to prevent the hazards. |
An
Inspection is a simpler process
of checking the work place hazard
and to address them if detected. |
Audit
focuses on management system
and examines documents such as
safety policy, procedures, arrangements,
method statement, risk
assessment and safe systems if work etc |
Inspection
will be carried out by an internal
person may not have any auditing
experience or training and it can be
biased |
Auditors
will be impartial and will have much
experience in different work
practices. |
A
safety inspection, usually carried out by a
supervisor, employee representative
and safety advisor and typically
assisted by the use of a list, may be performed
routinely. It has the goal
of recognizing hazards & evaluating
the usage and effectiveness
of control steps. |
Audit
is an independent, extensive review
and evaluation of records and activities
to examine the adequacy of system
controls, to make sure compliance
with operational procedures
and established policies, and to
suggest necessary modifications
in procedures, policies or
controls. |
