Task 4: Applying further control measures
Q4) Based on the scenario only, what administrative measures are the organisation planning to take that would limit the spread of the virus and keep workers safe and healthy? (20 Marks)

The current situation has been categorized as a
global pandemic due to the spread of virus which has led to national
emergency. In order to control the spread of the virus the primary control
measure recommended is maintaining social distancing, general hygiene
procedure measures and wearing face mask. The organization do cares about
all the workers safety and health so they are actively participating
in limiting the virus spread by implementing the following administrative
control measures.

The first and foremost thing that organization
is legally complied and professional this encourages them to
follow the government instruction during the national
emergency and providing the clear instruction to all worker on social
distancing, general hygiene procedures, Sanitation methods
and use of PPE.
·
Organization has minimized the major risk by
allowing all the worker to start working remotely from home in
order to implement the social distancing effectively which
is a primary measure to control the virus spread. Maintaining
social distancing will not be practically possible as this would be new
style working will take time employees to get use to maintaining
social distancing while working form office.
·
HSE Advisor (yourself) has developed a
procedure and guidance on best practice for working from
home, including work station set-up. This guidance has been
circulated to all workers to ensure their safety.
·
Organization is making widespread use of
technology to enable remote home working, including video-conferencing facilities
for business meetings and contacting clients.
·
The Management has shown their
duty of care towards employees which also includes their
stress and mental wellbeing due to which they
have asked all the departments to conduct a short 30 minutes video
conferencing meeting on weekly basis in order to maintain social
contact with colleagues.
·
A one to one meeting arrangements has been
done for the employees who are hesitant and reluctant to share their
concerns and complaints in group meetings.
·
Management has also introduced a forum in
order to lode the concerns and complaints from
the employees.
·
MD requested a meeting with the top
delegates of the
company to discuss about the safety of the
employees to return back to work. Therefore he advised to carry out a
Specific Virus Risk Assessment and research on safe working
practice before they start working from office. This task was
assigned to HSE advisor, Facility Manager and worker
rep and requested to complete the RA within
the deadline until next Video Conferencing meet.

You and FM present the significant findings of
the RA during the video conferencing meeting and you decided to share a
copy of RA findings with all the workers before they all resume to work
from office. A signed copy of RA will be displayed on all the HSE
noticeboards in the office.

The contract with the cleaning company
will be extended for sanitation of work place and offices. A
detailed procedure on washing hands and other hygiene procedures
shall be email to all the workers. New Hand sanitizing procedures will
be written and shared during the meetings and will be uploaded
in companies intranet for ready referencing.

HSE Advisor will develop work
instruction on social distancing measures, procedure for wearing
PPE and additional social distancing measures will be posted
companies intranet to manage virus transmission risk.
·
Human Resource department will update the first aid
policy, fire evacuation arrangements and other emergency procedures a
revised policy for visitors and contractors will also be implemented.
Yourself and FM will volunteer and update the HSEMS as per analysis and
the virus related ill health cases shall be directly reported to the
government.
